Lobelia spicata - Palespike Lobelia, Pale Spiked Lobelia. Found in most states except the far west, Palespike Lobelia grows 1 to 4 feet tall, with alternating lanceolate leaves that are short relative to the height of the plant.

These flowers are little more than a 1/4-inch across. While looking at the flowers as I walked, they all appeared to be pure white, but you can see the faint blue coloration in the topmost of the flowers in this photo.
